Starting off with the flint--Payson Chert--or something pretty close tot hat high grade western Illinois material, 1&5/8" by slightly over 5/8", but only 3/16" max thickness. The basal edge is very, very heavily ground--with an auriculate base the knapper worked overtime to get this heavy of basal grinding. The quality of his knapping shows, though, more artist than simple flint knapper. The piece was last in a Bond Co.,Illinois, collection, but did he find, buy, or trade for the piece I'd have no way to know. The rock itself will tell the story, it's Early Archaic Culture, flaking and basal grinding tell you that, typing the point variety start with Hickory Ridge Points or work from that point style as a base--it it came from farther west a "Logan Creek" might be the case. Again, when collectors don't tag their artifacts you have to judge a flint by the distribution range of that flint--yes, it can travel long distances, but not often.
